command: Fix operation of !CONFIG_CMDLINE

The U_BOOT_CMDREP_COMPLETE() macro produces a build error if CONFIG_CMDLINE
is not enabled. Fix this by updating the macro to provide the 'repeatable'
arugment in this case.
