UefiPayloadPkg: Add a common SmmAccessDxe module

SmmAccessDxe module would consume EFI_SMRAM_HOB_DESCRIPTOR_BLOCK HOB to
produce SMM access protocol gEfiSmmAccess2ProtocolGuid (open, close, lock,
and GetCapabilities.)
