UefiCpuPkg: Remove unused API in SmmCpuFeaturesLib.h

Remove SmmCpuFeaturesAllocatePageTableMemory in this headfile.
This API is not used by PiSmmCpuDxeSmm driver any more. Also
no other files use this API.
